Klobuchar, 59, was elected to the U.S. Senate in 2010 as a Democrat from the second-most populous state of Minnesota, and Buttigieg, 37, was mayor of South Bend, South Dakota, the state's third-largest city. Both argued this week that they were not behaving well enough to be serious contenders for the Democratic presidential nomination. But as they head into the final weeks of the Iowa, New Hampshire and South Carolina primaries, they will see if they can fully take their frustrations into the public eye. Klobucar is frustrated by the disinterest of the same moderate base of voters where the two have struggled to showcase their Midwestern roots and the political climate in Iowa.
According to the U.S. Census Bureau, the city has a population of about 1.2 million people, or about 2.5 percent of the state's population. South Gate Park is the largest park within the city limits and covers an area of more than 1,000 hectares, about the size of San Francisco Bay. South Gate schools include the Universities of California, Los Angeles, San Diego and San Jose State, and City College of Southern California.
In June 2009, California's EDD-28 listed the unemployment rate in South Gate at 14.4%, with negative job growth, according to the Los Angeles Times.
Home ownership, once a staple of the California dream, is no longer a reality for many South Gate residents and their families. This is particularly true today because of the family structure and informal economy that are crucial. In the 1920s and 1930s, South Gate developed into a manufacturing center for metal, steel, construction and other industrial activities. As manufacturing in the region developed, companies like General Motors and Firestone brought jobs, unions and bargaining for wages and benefits in Southgate and surrounding communities in southeast LA. Southgate's blue-collar community is predominantly non-Hispanic and white, and is largely developed, but it is also home to a number of low-income families.
In the 1980s and 1990s, South Gate leaders imposed fines on homeowners and encouraged residents to report informal housing. White residents were trying to sell their homes at a rapidly rising rate, which in turn further undermined the value of their homes. In an effort to insulate themselves from the wage-driven market, some Southgate residents tried strategies while others tried to profit in the market.
The Watts riots and integration heightened fears of decline in Southeast L.A., and whites were encouraged to abandon their homes in favor of more affordable housing elsewhere in the city. The new residents of South Gate brought a very different economy, and today neighboring Huntington Park reports a population that is 90% Latino. South Gate also has the highest percentage of Latinos of any Los Angeles County city and the second highest number of Hispanics in the country.
Indeed, last June, the Los Angeles City Council asked the city's attorney general to draft an ordinance that could grant amnesty to homeowners who run informal housing. In 2001 and 2003, the city treasurer Albert Robles, a resident of South Gate, took bribes and gave taxpayers "money to friends and relatives to carry out city contracts.
The City Council appoints the City Manager to implement its policy and ensure that the community is served promptly. He and his three accomplices could form a majority of the five members of the City Council to run the city as they wanted.
