The eight by eleven tiles mosaic, entitled "Evolution of Writing," was created as a tribute to the history of writing in the San Francisco Bay Area and the United States. It has already been recognized as a historic monument in its own right and as an American heritage site by both the National Park Service and the Wright-Patterson Foundation.

With his membership in the EPA from 1935 to 1942, Wright became interested in new techniques of architectural decoration and, using a method he invented, designed several Southern California communities, including South Gate. The bearing design was based on a similar floor plan, which was efficient and cost-effective to build. Before the mosaic of the South Gate was created, there was no similar public building in the San Francisco Bay Area with such a large number of tiles.

Today, the building is still used for the most part, and the group of the Museum Art Society uses the building, while other groups use the remaining rooms for meetings, senior citizens and gastronomy. It was built in the early 1950s as part of the expansion of the Southern California Art Museum into the city of South Gate.
